Basin Council

The 36-15 Water Law introduced a new entity to support participatory water resource management at the level of each hydraulic basin. This is the basin council. It is responsible for examining and giving its opinion on issues related to water planning and management, including the integrated master plan for water resources development and local water management plans.

This council, whose number of members cannot exceed 99, is composed as follows:

  • For one third, of a first college made up of representatives of the relevant government authorities, the hydraulic basin agency, and the public institutions responsible for the production and/or distribution of drinking water, hydroelectric energy, and irrigation water management.
  • For two-thirds, of a second college constituted by representatives:
  • From the advice of the concerned regions;
  • Prefectural and provincial advisory councils concerned.
  • Chambers of agriculture concerned;
  • Chambers of commerce, industry and services concerned;
  • Craft rooms concerned;
  • Concerned ethnic communities;
  • Cooperatives or associations of users of the public hydraulic domain within the jurisdiction of the hydraulic basin agency, elected by their peers.
  • Associations working in the field of water, climate and environment within the jurisdiction of the hydraulic basin agency, elected by their peers, of which at least a quarter of the representatives are reserved for women.
  • Dealers responsible for the production and/or distribution of water.

The president of the council invites the members of the two chambers of parliament concerned to attend the council’s work in an advisory capacity. He may also invite, on an equal footing, any competent person to participate in its work.
